Similar to #877

**IFC4.3** docs for [IfcReinforcingBar](https://ifc43-docs.standards.buildingsmart.org/IFC/RELEASE/IFC4x3/HTML/lexical/IfcReinforcingBar.htm) says that some attributes are deprecated and the respective attributes of [IfcReinforcingBarType](https://ifc43-docs.standards.buildingsmart.org/IFC/RELEASE/IFC4x3/HTML/lexical/IfcReinforcingBarType.htm) shall be used instead. However, **IFC4** documentation for [IfcReinforcingBarType](https://standards.buildingsmart.org/IFC/RELEASE/IFC4/ADD2_TC1/HTML/schema/ifcstructuralelementsdomain/lexical/ifcreinforcingbartype.htm) says those attributes are deprecated (in the entity's change-log, not in attribute table). See figure below

Same question as the issue above:
- are `NominalDiameter`, `CrossSectionArea`, `BarLength`, `BarSurface`, `BendingShapeCode`, `BendingParameters` attributes for _IfcReinforcingBarType_ deprecated by IFC4?
- if no, then no issue. IFC4 docs has a mistake, but IFC4.3 is correct. I'll close this issue
- if yes, then IFC4 docs has a mistake, but IFC4.3 requires fixes. The issue in this repo stands
