Proposal for new Qto_GeographicElementBaseQuantities

Geographic elements, which are becoming increasingly more relevant do not have any dedicated base quantities Qto for them. The only Qto they have officially is Qto_BodyGeometryValidation which is more intended for validation purposes rather than quantity take-off. This seems incomplete and inconsistent. I'm not qualified to propose what might be in it (well, I might assume NetVolume and GrossVolume, perhaps NetArea and GrossArea is useful?) but there should be _something_ :)
