Deck Drains for civil infrastructure/bridges

Need for IfcWasteTerminalTypeEnum.DECKDRAIN

Looks like the concept of water management was not addressed earlier for the infrastructure expansion. Typically, a bridge (or tunnel) would need collection points for water (e.g., rain water, snow melt run-off) similar to buildings. For the building domain, FLOORWASTE and ROOFDRAIN are already included. Note that a TRAP for water management is typically unnecessary, but the rest of a wastewater system (pipes, fittings, outlets) are similar to buildings.

One further issue is that DECKDRAINS could be further differentiated by physical configuration (flat horizontal, flat vertical, scupper, domed, elevated, etc.)
