Bibliography needs to be updated

Proposal to grep the code base for a regex that includes:

- ISO
- IEC
- EN(?)
- PAS(?)
- RFC
- X3D
- something else?

And systematically go through and update the bibliography where necessary.

We can also convert these to `> REFERENCE` sections so that in the future references are always standardised.

Start with a repository-wide grep for ISO, IEC, EN, PAS, RFC, X3D, and other reference markers, then inspect how bibliography entries are currently represented. Review each match for needed updates and standardize applicable entries into `> REFERENCE` sections; done means all relevant references have been checked and consistently formatted.
