Rethink Pset_*Common.Status?

Since the property `Status`, in various Pset_*Common psets, is so common and pervasive, it seems like it should either be put into a pset that's common to everything, or put at some higher level.

Review the Pset_*Common definitions and trace where the Status property is currently used across the IFC4.x specification. Determine the impact of placing Status in a universally common property set versus moving it to a higher level; done means the preferred placement and its affected usages are documented.
