[Bug] `00-start` milestone is duplicate of `01-shadcn` milestone

### Description of the issue
The `00-start` milestone already has shadcn installed. The custom NavBar WikiCard components are already built-out as well.
### Expectation
According to the course video for [Creating a Next App](https://frontendmasters.com/courses/fullstack-app-next-v4/creating-a-next-js-app/) (09:26), the `00-start` milestone should only include the boilerplate Next app, after running `npx create-next-app@latest`.
