[Bug] Admin primary owner list changes with pagination

## Description

On /admin/plugins, the Email Primary Owners button generates a different email list depending on the current table page. It should include primary owners from all plugins matching the current filters, not just the items shown on the current page.

Start at the /admin/plugins page and reproduce the issue by changing table pages while keeping the same filters. Trace the Email Primary Owners action and its pagination inputs; done means the email list includes primary owners from every plugin matching the filters, regardless of the current page.
