Primary device is lost when a user logs out.

Description
I logged into one BTCPayServer as a primary device user and then logged out to test against a local BTCPayServer instance. When I logged back in to the first server it no longer recognized I was on the primary device.
It looks like the unique device id is currently not available for the server to determine a device is still the primary device.
