Update code to new search form

The pages are full of convoluted JavaScript, and the headers are incomprehensible.

**Update, December 2015.** Someone emailed to say that their own scrapers for the website were also dead, and that all information that pre-dates the current legislature is gone. The only way to scrape new legislation is to download the ASPX pages of each bill sequentially, using their ID numbers.
