dynamic run time generated enums and truebase

As far as i know/am aware,
true base supports enums as values to keys but they have to declared in full, before hand. In other words enums are static.

It would be really nice if pldb/cancerDB admin could let users add values to enums dynamically/ not being declared before hand or generated at runtime.

The administrator could approve the changes to the enums before it becomes part of the runtime values.

Start by reviewing how TrueBase currently declares and resolves enum values, including the pldb/cancerDB admin path. Define the approval flow for adding runtime values and verify that approved values become available while unapproved values do not.
