Description

I noticed that when Goggle ([example](https://github.com/brave/goggles-quickstart/issues/13)) is active, the Safe search restriction doesn't work properly.
On strict setting (without Goggle) Safe search hides the pl.pornhub result (searched by the title found in an example).
But with Goggle active, that link was still visible despite setting Safe search to strict.

Research direction

Start by reproducing the strict Safe Search case described in this issue, first without Goggle and then with Goggle active, using the Pornhub example linked from issue 13. Trace where the strict restriction is applied relative to Goggle results. Done means the result is hidden in both cases, with a regression test covering the behavior.
