Setup basic repository information

We have found missing basic repository settings/information. Please, consider changing following:

- [ ] Writing topics for your repository. For example, if the repository is part of a large project like Bratislava's City Account or parking policy, create or use already existing topic and group those repositories by it
- [ ] Found different or non-existent licence. Please, consider adding [EUPL-1.2 `LICENCE`](https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/licensing-a-repository#searching-github-by-license-type)
