make test-integration isn't running locally

`make test-integration` isn't running locally. bpfman doesn't seem to be coming up.

Start with the test-integration target in Makefile and the readiness wait in test/integration/suite_test.go, especially waitForBpfmanReadiness at line 172. Review config/bpfman-deployment/kustomization.yaml.env and rerun make test-integration; done means bpfman becomes ready and the integration tests finish without timing out.
