config.inc.php doesn't seem to work

I can't seem to get the config.inc.php file to work, it display nothing. My web server functions well(tested a sample php and html page). what I did is to modify the config.inc.php with db login information then paste into document root directory and browse that, nothing displays. I also paste the entire anemometer folder into the web server document root directory and browse http:///anemometer/conf/config.inc.php, still nothing displays. I checked httpd log file : /var/log/httpd/error_log, no errors upon browsing. Is there other logs I can check? I don't see anywhere in config.inc.php reference to html report, is there anything else I supposed to do? please advice
