Add Hurd to the bounty list. [$10]

& I wish they'd be available on bountysource.
at the moment they go through the FossFactory, but as that's called Foss and not Floss, I'd ask that we ex-pied the process and get all of the issues accounted for. Floss being inclusive of french and spanish vernacular, with the addition of the Libre abbreviation.
