Provide possibility for projects to propose a new bounty/implementation

Users think feature 1 needs implementation A and fund it with 200$.
Developer thinks the feature 1 is bad, but the need could be satisfied differently.
Developer create new issue detailing alternative.
Developer proposes new bounty as alternative and perhaps closes the old one.
Backers are able to vote to either get a refund, donate their bounty to the team or move their bounty to the alternative.

This would enable developers to guide suggestions into actually helpful implementations and not just feature requests, which are "not really what a user wants".
