When a user logs in/signs up with GitHub:
Show "Install GitHub Plugin" in top nav bar (link to /tools)
OR
Show dismissible alert message at the top of every page (except homepage) that says: "Does your project need funding? Install our GitHub plugin on your repositories to promote bounties within your community."
