Add possibility for a sustained development tax on bounties

Either add another x% of each bounty to the team account controlling the bounty. This would give the community/team the possibility to have a more sustained and not feature focused development.

Or make it optional. (I would probably vote against optional, as ongoing development is needed even after features are done.)
