Possibility to check and edit backend tracker query/url

It should be possible to edit the query used for a Tracker. Creating a new tracker just adds more clutter. Editing should be possible by verified teams owning the tracker.
So http://llvm.org/bugs/buglist.cgi?product=Projects could be changed to http://llvm.org/bugs/buglist.cgi?product=Projects&component=Polly.

This would help clean up the tracker mess.
