Remove or gray out unused trackers

Bountysource has a lot of 404 returning trackers/tracker-urls or no issue trackers in the system. Clean that out to at least throw out the 404s and gray out the no issue ones within the general search and project listings. If I search for a project I mainly want to find something to fund not some fork or empty repo. The same goes for adding projects to teams.
