Handle when a user is a private member of a GH org for the plugin

In order for an Org's projects to show up in the project list of the GitHub Plugin (bountysource.com/tools), that person must be a public member of the org.

We might need to change oauth to request a new permission: 'read:org' per the spec http://developer.github.com/v3/oauth/#scopes
