Preserve user's options on /tools the first time they auth with GitHub

the first time a user tries to activate the GitHub plugin, it requests the appropriate permissions from GH. When returning to /tools, the settings are lost and the plugin has not been enabled.

We should preserve the settings and enable the plugin for the appropriate repositories when the user returns to Bountysource.
