Remember cash out settings

It would be great if cash out form would default to previously entered values:

- Last chosen address should be active.
- US citizen should be selected based on previous choice.
- Payment method and it's details should be remembered.

IMHO most of the people use same values all the time here and having to enter them again and again is not really user friendly.

No file or test is named. Start by locating the cash out form and checking how user settings and payment details are currently stored; done means the previous address, US-citizen choice, payment method, and its details are prefilled on a later cash out.
