Cash out permissions are different than spending permissions, which can cause confusion

In order to cash out a team balance, the member must have an "admin" role. Additionally, spending limits are ignored.

This can be confusing as those with a "Developer" role can spend money on bounties (no cashouts), and spending limits are enforced.

No immediate action items, but there's definitely some confusion that can be cleared up there.
