Add specific payment details to a user's cash out status page

This will take a bit of work due to how cashouts are currently processed, but it would be great to add more details to each processed cash out. Specifically paypal/btc transactions numbers so users can track payment status.

Start by tracing how processed cash-outs are represented and rendered on the cash-out status page, then follow the existing payment-processing path for PayPal and BTC. Done means each processed cash-out displays its relevant transaction number so users can track payment status; no specific files or tests are named in the issue.
