Description

**What I'd like:**

Source: bottlerocket-os/bottlerocket#2475

The containerized build system should have a feature for utilizing the certificates that are installed in the development environment.

This would allow the use of corporate proxies (as mentioned in bottlerocket-os/bottlerocket#2475) or otherwise utilize custom certificates in the build system.

**Any alternatives you've considered:**

N/A - the build system currently does not use the development environment's installed certificates.

Research direction

The issue names no files, tests, or entry points, so begin by locating how the containerized build system handles certificates and host-to-container configuration. Review bottlerocket-os/bottlerocket#2475 for the corporate-proxy context; done means development-host certificates are usable during builds, including custom certificates needed by proxies.
