Return different exit codes for different failure modes in `cargo make validate-repo`

**What I'd like:**
I want `cargo make validate-repo` to return different exit codes for the different errors it encounters.

In order to build proper automation around repository validation, I want to be able to differentiate actual service problems from local system environment problems.
