Configuration option to set up swap

**What I'd like:**

Swap is supported by Bottlerocket OS (#1911) but to set this up you need to run a bootstrap container. It would be really nice if this could be done using settings alone, e.g. a list of `[[swap]]` configurations that let you configure multiple swap files each with a location and size. As suggested in https://github.com/bottlerocket-os/bottlerocket/issues/1911#issuecomment-1302800686.

**Any alternatives you've considered:**

It was previously requested that #1911 was re-opened until this was implemented (https://github.com/bottlerocket-os/bottlerocket/issues/1911#issuecomment-2865754536), but that did not happen and I think this is an additional feature request.
