Expose enableDebuggingHandlers via Bottlerocket settings

**What I'd like:**
The ability to set `enableDebuggingHandlers` to false on the Kubelet in a hardened environment.
As Bottlerocket does not allow the ability to add kubelet flags/config and by default the value is set to True. We need the ability to set this via Bottlerocket settings. This seems to fit under `settings.kubernetes`
