create bottlerocket host container tests

We want to test that the default Bottlerocket host containers are working properly. This is probably best modeled as an os test (#426). It could probably be modeled as a workload test as well, so maybe this whichever is more expedient. It might require exclusive/serialized access to the host, not sure yet (#429)

Start by reading the os test work in #426 and the host-access discussion in #429, then compare the existing os and workload test entry points. The work is done when tests cover the default Bottlerocket host containers and the required exclusive or serialized host access is established.
