Metal: Support for network bonding by MAC addresses

**What I'd like:**

It would be great to have Bottlerocket create network bond configurations by using a list of MAC addresses provided in the hardware.csv used by EKS anywhere. This would solve the issue of varying network interface cards appearing with different interface names which makes it complicated for bond configurations.

**Any alternatives you've considered:**

None since there is no other option.

Start by locating how the hardware.csv inputs used with EKS reach the Metal network-bond configuration path, then trace where interface names are selected. Review existing bonding configuration and tests if available; done means a supplied MAC-address list produces a bond that remains correct when NIC names vary.
