etc.transient doesn't work well with bootc install to-disk --root-ssh-authorized-keys

I cannot login to the system with the root ssh keypair for the qcow2 disk I installed via `bootc install to-disk --root-ssh-authorized-keys` using the container image build from https://gitlab.com/fedora/bootc/examples/-/tree/main/transient-etc

Perhaps there are some issues between /etc/tmpfiles.d/bootc-root-ssh.conf and transient-etc overlay
