- Link Submit to the mailing list I believe (should double check with them)
- Turn all the other tab/interior pages to this section into TBD/COMING SOON pages

Confirm the intended mailing-list destination for Submit, then make the remaining Review pages show TBD/COMING SOON while keeping the main URL in place. Done means the URL remains available, Submit points to the confirmed destination, and the other pages are clearly deferred.
