User info pages MVP - Frontend

We will need to add a box with a submit button for the user profile, Require at least 100 chars, and sanitize the content. there sould be a note that providing info there would be visible as part of the public profile

We will need a user page, located under community, to display public users and a section at the bottom for "In Memoriam"

The avatars will follow the same standard as on other pages. clicking on them will open a modal with the profile information.

We can consider if we also want to add anything else, such as a link to their github
