User info pages MVP - Backend

There is interest on doing a "profile page" for users, similar to what was on the old site.

We would probably integrate the "In Memoriam" into the same page.

specifically for the backend aspects:

- in the user profile on the site, we would need a largish text area for a Public_User_Profile.

- If there is text in it (perhaps a minimum of 100 chars?) then it could display on the page along with the avatar.

- There would be an admin setting, defaulted to on, that could be switched off if someone get's "creative" in their profile.

- Perhaps another flag if they are part of the C++ Alliance and they could be marked as such. and a Deceased flag.

- We would probably need controls to maintain them in the admin section, esp. for deceased users.
