Move past reviews to database

Currently the past reviews are updated manually. they are current on boost.org, but are out of sync on boost.io.

A better solution would be to have these on a form in the admin that could be updated and then pulled from.

for the old existing data, we could maintain that as html, unless there is a reason we would need to have it in the DB, for example, if we needed searching.
