Add version dropdown to library docs

When looking at documentation add in the version dropdown to view earlier versions of the documentation. There are a couple conditions to keep in mind:

1. Would the version state be maintained when navigating away from the page?
2. The dropdown would have to be adjusted on the fly to insure it didn't allow selection of version numbers previous to the given library.
