Roll individual tailwind classes into specific component classes

In order to more easily maintain the site and allow for global style updates:
1. Remove tailwind classes from individual repeated components and move to either single classes that describe the component or tag level styling
2. Move all color references to variables
3. Created component classes should be documented in the contributor's style guide.
