CXX_MODULE fails to build with g++-16 on Linux and OSX

I seem to be a `GCC-16` bug! With `import std;` and with `clang++-22` it works fine

Reproduce the failure with the Release preset from the linked MRE, starting with examples/lexical_cast_usage_sample.cpp and the reported bad_lexical_cast.hpp diagnostic. Compare the g++-16 and clang++-22 module builds on Linux and macOS; done means the CXX_MODULE build completes successfully with g++-16.
