Issue with Upgrading pip to the latest version

I'm having following Python pip issue when tried to install howdy.. Please help

The failure is reported from /var/lib/dpkg/info/howdy.postinst at line 145; start there and inspect the pip-upgrade step on Ubuntu 24.04. Reproduce the package configuration failure and verify that installing and configuring howdy completes without the externally-managed-environment error.
