Patch level bump notification question

Hi!

I have modver running via a GitHub Action running on a repo and it flagged wanting a patch level bump in this PR: https://github.com/maxmind/mm-geofeed-verifier/pull/151. I found this confusing as only private fields changed in the dependency and the type from the dependency is also only used internally.

As well, I wonder if it is actually helpful to ask for a patch level bump given for any release we would have to at least bump the patch level no matter what given how Go modules work.

What do you think? Perhaps I'm misunderstanding the usefulness of this. From my perspective, I think it would be good to at least have an option to turn off it asking for a patch level bump.
