`/random quote` has not worked for a fair amount of time, and it has recently been discovered to be due to an expired SSL certificate on their end. Having the quotes database within Bob would be a way to ensure no rate limits, and remove the issue of no HTTPS.

For now though, HTTP will be used.

Start by tracing the `/random quote` command or endpoint and reviewing how the current external quotes service is called. Clarify where a quotes database would live in Bob and how quotes would be loaded without relying on the expired certificate. Done means the command works through Bob's hosted quote data without the current external-service failure.
