### 审批后动作（ADR-011 P2/P3，2026-07-14 起零人工传递）
1. 审批人：把该身份加进 registry.yaml（owner=申请者 GitHub login）并合并 PR——**这就是唯一的审批动作**；
2. 申请者：合并后回 develop.boardx.us → 加入开发 → 第 5 步，自己点「领取 token」（明文只在你浏览器显示一次）。
审批人不再需要 mint / 拷贝凭据 / 回复路径——凭据链里不再有第三个人。

审批 SLA：通常 < 1 个工作周期（3h）。参考：ADR-010 / ADR-011 / human-developer-onboarding.md
