Follow-up from PR #375 review.
## Problem
Deployment comments list only part of the five runtime secrets, omit GitHub PKCS#1 → PKCS#8 conversion, and point at an e2e script not included in the migration.
## Expected behavior
A checked-in operator runbook lists all required secrets, safe local file locations, conversion command, GitHub App webhook setup, deploy, and smoke verification.
## Verification
A clean operator can follow the runbook using placeholders and every referenced command/file exists.
