Description
User-directed cloud P0/P1 delivery. Implement the provision execution core: 300-second overall deadline, exclusive deployment lock, ordered stages, cancellation, durable per-attempt reports, safe failure and no destructive rollback. Independently test without cloud credentials. This core does not by itself claim cloud provisioning acceptance. Refs #3417; follows the cloud storage configuration work. Queue exception: explicitly requested by the user to complete all locally executable cloud delivery work without waiting for credentials.
