Description

While attempting to install pipreqs via:
```
pip install pipreqs
```

Getting the following error:
```
note: This error originates from a subprocess, and is likely not a problem with pip.
Research direction
Start by reproducing `pip install pipreqs` on Python 3.11.5 and inspect the dependency path through `docopt==0.6.2`. Use the reported `setup.py` and missing-setuptools error as the starting point; done means pipreqs installs without the metadata-generation failure.
