Please allow "Search For Meetings" to include unpublished meetings

We have a need to allow users who are requesting changes to search "unpublished" meetings. Often the only request they are making is to publish a previously unpublished meeting.

Users should be able to find "unpublished" meetings in a search and there should be a field in the update form to select to change "unpublished" to "published".
