Start logging radio conversations

I made a prototype service for pi that listens for radio chatter and makes an mp3 out of each transmission. It could be moved to a server or cloud storage. Then we could correlate tracks with chatter.

For now we need to start collecting the audio transmissions.

Start by reading audio/detect.py in the linked mars-utils repository to understand the existing prototype and how transmissions become MP3 files. Clarify where audio should be collected and stored, then define completion around reliably collecting the radio transmissions for later correlation.
