Description
Currently, the ele_to_taylor routine ignores existing PTC fibres associated with a layout. This is potentially a significant time sink.
The first thing to check is whether this is indeed a significant time sink compared to the associated PTC tracking. This is being investigated in bmad-sim/bmad-ecosystem#172
