Where do I configure these rules

It would be helpful to have full step be step instructions for the setup of url-rewriter-rules. I knew that the cms console existed, but I had to dig back in my notes to remember the URL (I've now bookmarked it).

However, when working through this, it's doing a good job of explaining what is required but it assumes that you know exactly what to do. I'm currently starting my journey with Bloomreach and running through an SPA tutorial so I don't have in depth experience yet.
